A VideoCD consists of a standard 650MB compact disc, comprised of specifically formatted MPEG-1 video and MPEG-1 Layer 2 audio. The video bitrate is always fixed at 1150 kbps, and the audio is always 44.1kHz stereo, at a bitrate of 224 kbps. The total bitrate (audio and video) is 1394.40 kbps, and you can fit roughly 72 minutes of footage on a standard CD-ROM.
