GOP stands for "Group of Pictures" or how often a keyframe is present.
More technically, there are three types of frames in an MPEG-2 video stream. I Frames (Key Frames), P Frames, and B Frames.
A standard sequence of I-B-B-P-B-B-P-B-B-P-B-B-P-B-B-I would have a Group Of Picture of 15, with 15 representing the interval at which I-Frames repeat.
In the context of the ReplayShow structure, GOP_count is the number of key frames. GOP_highest and GOP_last are referencing start of a GOP, namely the I Frame so when you resume viewing you don't get strange MPEG artefacts.
NOTE: The distance between I Frames are usually not constant in a file but usually don't exceed more than 15 or 18 frames.
